New NLUK portal opens European market for architecture – Architectuur Lokaal

London/Amsterdam | Today the new online European portal The Fulcrum has been launched in The Royal Festival Hall in London. This portal sets out to raise the transparency of public procurement of architectural design services at the European level. The Fulcrum is the result of a joint initiative of the independent foundations  Architectuur Lokaal (NL) and Project Compass CIC (UK).

Accomplished system
Everywhere in Europe the Public Procurement Directives result in similar deficiencies: a lack of transparency, entry barriers (aggravated and disproportionate requirements) especially for SMEs and mounting transaction costs. These disadvantages affect the domestic markets and cross border trade in the field of architecture. In the Netherlands Architectuur Lokaal has been developing a highly successful system through its Steunpunt Architectuuropdrachten en Ontwerpwedstrijden [Helpdesk Architectural Commissions and Design contests] for the past 18 years. The system assists (public) clients and market operators in the architectural sector and promulgates best practices. This Dutch system has been presented at international meetings at Nicosia (2012), Dublin (2013) and Vilnius (2013) as part of the official EU Presidency program and has received substantial acclaim abroad.

NL-UK initiative
Two years ago the RIBA Procurement Reform Group contacted Architectuur Lokaal to explore the possibilities to introduce the Steunpunt system in the UK. Preliminary talks resulted an initiative to establish a joint European public procurement platform for architecture which adopts the Steunpunt system as a European golden standard. Through the new independent not-for-profit organisation Project Compass CIC a British counterpart of the Steunpunt has been set up. The past year Project Compass CIC has assembled a UK portal based on the Steunpunt system. Now that this UK portal has become available, it is possible to make the next step in our transnational effort to improve the public procurement climate for architecture across Europe. As of today, the Dutch portal and the UK one can be approached through one European portal: The Fulcrum. This European platform is designed to accommodate the other European countries in the near future. Thus this grassroots initiative works bottom-up towards a sustainable and transparent European public procurement culture for architecture.

Architecture procurement reform
The Fulcrum promotes process innovation in architecture procurement reform. It promotes market transparency across borders, encourages professional conduct (clients and market operators) in public procurement, promulgates simplification of the tendering process, increases access to the international market through standardization and voluntary certification and lowers market entry barriers for SMEs and start-ups.

The recent report Public Construction Procurement Trends  2009-2014 (2014) prepared by Project Compass demonstrates the benefits of transnational collaboration with the Steunpunt system. This report evidences some serious shortcomings of the British market for architecture. By comparing the conclusions of this British reports with a similar report prepared by the Steunpunt (Trends Aanbesteden van Architectuuropdrachten 2009-2013) it is possible to compare market conditions for architecture in the UK and the Netherlands. With the launch of The Fulcrum these kinds of comparisons will be made much easier.

International interest
The Fulcrum was officially presented at the Competitions session of the national event Heat in the Delta, organised by Architectuur Lokaal at Amsterdam on 28 November 2014. The presentation was attended by enthusiastic representatives of architectural organisations from Belgium, Bulgaria, Czech Republic, England, Estonia, France, the Netherlands, Norway, Scotland and Turkey. Several other countries have intimated their explicit interest in the NL-UK initiative. Architectuur Lokaal and Project Compass CIC cordially invite other countries to join their bottom-up initiative to professionalise and raise the transparency of the architectural market across Europe.

Nieuw NLUK portal opent Europese markt voor architectuur

Londen/Amsterdam | Vandaag is het nieuwe Europese online portal The Fulcrum gelanceerd in The Royal Festival Hall te Londen. Dit portal is bedoeld om de transparantie van het aanbesteden van architectendiensten op Europees niveau te vergroten. The Fulcrum is het resultaat van een gezamenlijk initiatief van de onafhankelijke stichtingen  Architectuur Lokaal (NL) en Project Compass CIC (UK).

Erkend systeem
Overal in Europa leiden de Europese aanbestedingsrichtlijnen tot vergelijkbare tekortkomingen: gebrek aan transparantie, toetredingsdrempels (gestapelde en disproportionele voorwaarden) in het bijzonder voor het MKB en oplopende transactiekosten. Deze nadelen beïnvloeden nationale markten en grensoverschrijdende handel in het domein van de architectuur. In Nederland heeft Architectuur Lokaal de afgelopen 18 jaar via haar Steunpunt Architectuuropdrachten en Ontwerpwedstrijden een succesvol systeem ontwikkeld. Dit systeem ondersteunt (publieke) opdrachtgevers en markpartijen in de architectuursector en verspreidt best practices. Dit systeem werd gepresenteerd op internationale bijeenkomsten in Nicosia (2012), Dublin (2013) en Vilnius (2013) in het kader van het officiële EU voorzitterschapprogramma en heeft de nodige waardering geoogst in het buitenland.

NL-UK initiatief
Twee jaar geleden benaderde de RIBA Procurement Reform Group Architectuur Lokaal om de mogelijkheden te verkennen om de Steunpunt systematiek in de UK te introduceren. De gesprekken resulteerden in een initiatief om tot een gemeenschappelijk Europees aanbestedingsplatform voor architectuur te komen dat de Steunpunt systematiek als Europese gouden standaard aanneemt. Via de nieuwe onafhankelijke, niet-commerciële organisatie Project Compass CIC is een Britse tegenhanger van het Steunpunt opgezet. Het afgelopen jaar heeft Project Compass CIC een Britse portal conform het Steunpunt systeem opgetuigd. Nu het UK portal beschikbaar is, kan de volgende stap gezet worden in onze transnationale inspanning om het aanbestedingsklimaat voor architectuur in Europa te verbeteren. Vanaf vandaag kunnen de Nederlandse en Britse portal benaderd worden via één Europese portal: The Fulcrum. Dit Europese platform  is speciaal ontwikkeld om in de nabije toekomst ook andere Europese landen te ondersteunen. Zo werkt dit initiatief vanaf onderen aan een duurzame en transparante Europese aanbestedingscultuur voor architectuur.

Hervorming aanbesteden architectuur
The Fulcrum promoot procesinnovatie in de hervorming van het aanbesteden van architectuur. Het bevordert grensoverschrijdende markttransparantie, moedigt professioneel gedrag (van opdrachtgevers en –nemers) aan bij aanbestedingen, kondigt versimpeling van het aanbestedingsproces aan, verhoogt de toegang tot de internationale markt middels standaardisatie en vrijwillige certificering en verlaagt toetredingsdrempels voor het MKB en startende ondernemingen.
Het recente rapport Public Construction Procurement Trends  2009-2014 (2014), opgesteld door  Project Compass, toont de voordelen van transnationale samenwerking op basis van de Steunpunt systematiek.  Dit rapport bewijst dat de Britse markt voor architectuuropdrachten serieuze tekortkomingen kent. Door de conclusies van dit Britse rapport te vergelijken met die van een vergelijkbaar rapport van het Steunpunt (Trends Aanbesteden van Architectuuropdrachten 2009-2013) wordt het mogelijk de marktomstandigheden voor architectuur in Nederland en het Verenig koninkrijk met elkaar te vergelijken. Met de lancering van The Fulcrum wordt het veel eenvoudiger dergelijke vergelijkingen te maken.

Internationale interesse
The Fulcrum werd officieel gepresenteerd tijdens de Competitions sessie van de nationale manifestatie Hitte in de Delta, die Architectuur Lokaal op 28 november 2014 in Amsterdam organiseerde. De presentatie werd bijgewoond door enthousiaste vertegenwoordigers van architectuurinstellingen uit België, Bulgarije, Engeland, Estland, Frankrijk, Nederland, Noorwegen, Schotland, de Tsjechische Republiek en Turkije. Meerdere andere landen hebben interesse getoond in het NLUK initiatief. Architectuur Lokaal en Project Compass CIC nodigen andere landen van harte uit zich aan te sluiten bij hun bottom-up initiatief om de architectuurmarkt in heel Europa te professionaliseren en transparanter te maken.
